DigiLocker, UMANG and myScheme: use India’s digital services

A document wallet, a service gateway and a scheme finder solve different problems. Learn which platform to use, how an application moves forward and how to retain control of your documents and account.

The core idea

DigiLocker helps access and share digital documents, UMANG brings many government services together, myScheme helps discover suitable schemes, and MyGov supports public participation. Finding a scheme, submitting an application and receiving approval are separate stages.

1. Four tools, four different jobs

Think of the services as parts of a journey. myScheme helps answer “Which programme might fit my circumstances?” DigiLocker helps answer “Where can I obtain or share a digital document?” UMANG helps answer “Can I access this government service from one common platform?” MyGov offers routes for participation, such as consultations and public activities. A single login or familiar logo does not make every service identical. The responsible department still sets the application rules and makes decisions for its own programme.

2. DigiLocker: issued records and uploaded files

An issued document comes from a participating issuer’s source system, such as an educational board, and appears in the issued-documents area. An uploaded document is a file you have placed in storage yourself. Both may be useful, but uploading a photograph of a certificate does not turn it into a record issued by the original authority. To obtain an available issued document, select the correct issuer and document type, provide the required identifying details and check the retrieved record. If your name or result is wrong in the original record, correction usually needs the issuing authority; changing a file on your phone does not correct its database.

3. UMANG: reach the service and follow its workflow

UMANG provides a common interface to many services of Union, state and local bodies. Search for the service or department, then read what that particular service allows: information, an application, payment or status checking may be separate functions. Some services need additional registration or authentication. A useful habit is to note the department name before beginning. If a transaction fails, the acknowledgement, reference number and payment status help the relevant helpdesk investigate. Repeatedly paying or submitting without checking the first attempt can create avoidable confusion.

4. myScheme: eligibility is a set of conditions

myScheme presents scheme information and helps users discover programmes using relevant details and filters. Eligibility commonly depends on several conditions together: location, age, income, education, occupation or a programme-specific category. Matching one condition is not the same as qualifying. Read benefits, exclusions, documents, application procedure and the responsible department. For a hypothetical training scheme requiring age 18–25, residence in a particular state and completion of Class 12, a 22-year-old has met only the age condition until the other requirements are checked. This is logical “and”, not a choice of any one condition.

5. Keep a clear record and control your account

Prepare a checklist of required documents, their issuing authorities and whether each is available. Use the official service address and review the information before submitting. Keep the acknowledgement, application number, date and any stated next step. An acknowledgement usually proves receipt, not approval. When helping another person, let them understand the entries and retain control of their phone, passwords and one-time codes. Do not circulate identity documents in a volunteer group chat. Assistance should make the applicant more capable, rather than dependent on a stranger who alone knows how to access the account.

6. Work it out: a student seeking support

Meera is looking for an education-support scheme. She starts with myScheme and compares the location, course and income conditions of two programmes. One does not cover her course, so she sets it aside. For the other she prepares the document list, retrieves an available board record through DigiLocker and checks the department’s application route. If the service is on UMANG, she can follow it there; otherwise she uses the designated portal. She records the acknowledgement and follows the stated status process. Discovery has led to a complete application, but the department still decides the outcome.

Prepare a sample application checklist

  1. Choose one real scheme and summarise its benefit and all eligibility conditions without entering private details.
  2. List the required records and distinguish an issuer-provided digital document from a personal scan.
  3. Write the application route, acknowledgement to retain and status-check method. Stop before submission unless you actually intend to apply.

Check your understanding

Does uploading a certificate photograph make it an issued DigiLocker record?

No. An issued record is retrieved from the participating issuer. A personal upload remains a file supplied by the user.

Does a matching age guarantee scheme eligibility?

No. All applicable conditions, including residence, course or income where required, must be satisfied.

Is an acknowledgement an approval?

Usually it confirms receipt or submission. Approval follows the department’s checks and decision process.

Which platform is mainly for public participation rather than document storage?

MyGov. It supports engagement and consultation, while DigiLocker is designed around digital documents.
